On my iPad after 12 update:
Background app refresh greyed out
Settings General has no Restrictions option
Settings Battery has no Low Power Option
So totally F****D

1. Go to Settings->Screen Time->Content & Privacy Restrictions.
2. Enter Screen Time Passcode (Restrictions Passcode).
3. Turn on "Content & Privacy Restrictions".
4. Scroll down to find "Background App Activities" and tap it.
5. Select "Allow".

Background app refresh greyed out
The above doesn’t work on an IOS 12 iPad: here is how
1) Settings, Screen Time, Content and Policy Restrictions
2) Scroll right down to the last entry: Background App Refresh
3) Flip the toggle to on
Finally, on my iPad, there is no longer a Low Power Mode option under Settings, Battery

Thank You! I was on with Apple for 2 hours trying to fix the greed out Background App Refresh. I was told I had to delete many apps so that I can backup my phone and reset to factory settings. I thought that was ridiculous and thought I would look for a way to do it without deleting etc. Saw your way here! Why doesn’t Apple know this?? Sooo frustrated!

Yes!! OMG I spent 2 hours searching my phone until I went to the screen time and allowed the background refresh. Jeez that was crazy! I would have never thought to look at the screen time settings.
Thank you! I was so frustrated!
